Binance and Kyrgyzstan signed a memorandum for the development of digital assets and the implementation of Binance Pay
On May 5, 2025, it became known that Binance, the world’s largest cryptocurrency exchange, signed a Memorandum of Understanding (MoU) with the National Investment Agency under the President of the Kyrgyz Republic. The signing took place at the first meeting of the Council for the Development of Digital Assets with the participation of the President of Kyrgyzstan Sadyr Japarov. The purpose of the agreement is long-term cooperation for the development of the digital assets sector in Kyrgyzstan. Farhat Iminov, head of the National Investment Agency, emphasized that the partnership reflects the country’s desire for digital transformation and economic growth. As part of the MoU, Binance and the agency will work to expand the digital economy of Kyrgyzstan by introducing innovative solutions.
One of the key initiatives will be the launch of cryptocurrency payments through Binance Pay. This decision will simplify cross-border transactions not only within Kyrgyzstan, but also in Central Asia, as well as within the Eurasian Economic Union (EAEU). The introduction of Binance Pay is expected to increase the accessibility and speed of financial transactions, which could attract more foreign investors and tourists.

The partnership with Binance comes shortly after Kyrgyzstan took a step towards launching its own central bank digital currency (CBDC). In April 2025, President Japarov signed amendments to the constitutional law, granting legal tender status to the digital som. The National Bank of the Kyrgyz Republic received the authority to issue digital currency, establish rules for its use and manage the platform. Testing of digital som is planned for the end of 2025, and a final decision on its implementation is expected by the end of 2026.
Kyrgyzstan also has significant potential for the development of the blockchain industry due to its abundant hydropower resources. More than 30% of the country’s energy is generated by hydroelectric power plants, making Kyrgyzstan an attractive destination for crypto miners looking for affordable energy sources.
