AIX, Intebix, Solana Foundation and Jupiter create dual listing mechanism for IPO

On May 29, 2025, in Astana, Astana International Exchange (AIX), Intebix, Solana Foundation and Jupiter signed a Memorandum of Understanding (MoU) to explore the feasibility of developing a dual listing mechanism for companies pursuing initial public offerings (IPOs). This was reported in an official statement from AIX.

Partnership details

The Memorandum describes the framework of potential cooperation to assess the possibility of simultaneous listing of securities of the companies:

  • Traditional listing on AIX;
  • Tokenized listing on Intebix using Solana Foundation and Jupiter blockchain technologies.

The goal of the project is to increase efficiency, expand access to capital markets and combine the benefits of traditional and digital ecosystems for companies and investors. The parties will jointly explore regulatory, technical and commercial aspects, aiming to create a transparent and secure dual listing system.

Opinions of participants

Assel Mukazkhanova, CEO of AIX:

“This agreement is an important step towards the convergence of traditional capital markets and next-generation blockchain platforms. We create an environment where innovation and trust go hand in hand.”

Talgat Dossanov, CEO of Intebix:

“This MoU is a transformational step for Kazakhstan and global markets. We are paving the way for a new era of capital formation by combining traditional IPOs with tokenized listings.”

Akshay DB, representative of Solana Foundation:

“Capital markets are going global and online. We are proud to work with AIX to create a regulatory framework that supports new IPO pathways, including dual listings.”

Kash Dhanda, COO of Jupiter:

“Kazakhstan is demonstrating leadership: the future of capital formation will be on-chain, transparent and interoperable. We are ready to develop scalable and compliant frameworks for DeFi.”

Significance of the project

The initiative aims to integrate traditional finance with blockchain technologies, which could become the new standard for IPOs. Kazakhstan, thanks to this project, is positioning itself as a leader in the field of financial innovation.

In my opinion, dual listing could be a breakthrough that will make capital markets more accessible and efficient. However, success will depend on how quickly regulatory requirements can be agreed upon and technical solutions implemented. Kazakhstan, being a pioneer, can attract the attention of global investors.
